Fundraising began in 2012, raising $1.8 of the $2.1 million needed for the project. The first phase of construction was completed in 2015 and included grading of the site, installation of utilities and paving of the parking lot. In addition to the AMP construction completed in 2015, the High Trestle Trail was extended south from its current terminus at W. First Street through the AMP site and connected to the community trail at Ordinance Road. This trail extension project also included the installation of a HAWK pedestrian beacon on West First Street to allow a safer crossing location for trail users.
The first pavilion was completed in early 2016 and currently houses the Uptown Farmer's Market and has hosted other community and private events.
